Description of changes:
Adds a new kubelet-dra-drivers settings extension to the settings SDK. The extension models settings.kubelet-dra-drivers.nvidia, exposing an enabled toggle that controls whether the NVIDIA GPU DRA driver (gpu-kubelet-plugin) host service is turned on. This provides the versioned settings type (KubeletDraDriversV1) that downstream consumers in the OS and variants use to wire up DRA configuration.
