Adds a neutral quirk where your tongue is replaced with a robotic voicebox.

Why is this good for the game?

Funny quirk which leads to IPCs not being the only ones with robotic voiceboxes. Not much more than that.

At this point I'd consider just porting the cybernetics/ prosthetics menu from baystation or some such, let people have funny robot arms/ legs from all brands alongside cybernetic lungs/ heart/ eyes/ etc

While that might be interesting, that might be only available for neutral quirks (i.e. cybernetic organs) since I'm not sure how balanced it would be to move that to something which may not compensate the same way quirk points do.
