Feature request: ai war declaration restrictions #15307

Before creating

  • This is NOT a gameplay feature from Vanilla Civ V or from G&K - If so, it should be a comment in Missing features from Civ V - G&K #4697

Problem Description

AI may start suicide wars(for example when their personality has >10 declareWar value), which looks stupid when target 5 times stronger

Desired Solution

  1. add strict strength limits for starting/continuing wars - if AI strength < 0.8*enemy strength, never declare war no matter how much you want it; if <0.5, accept fair peace or ask yourself.
    If it hasn't been done yet:
  2. take into account strength of allies - ai + team(trade) allies + all allied city-states VS enemy + their defencive pact allies + all their allied CS
  3. take into account strength of cities - your units VS their units and cities if you want to attack or end war without killing target(they should surrender), or your units and cities VS their units if you want to surrender
