Updates the Intel media stack.

Version bumps:

• libva, libva-glx, libva-utils 2.23.0
• intel-gmmlib 22.10.0
• intel-media-driver 26.2.1
• vpl-gpu-rt 26.2.1
• igt-gpu-tools 2.4

General notes:

• subpackage depends switched from exact ${sourcepkg}-${version}_${revision} to >= across libva-glx, intel-gmmlib and intel-media-driver.
• homepage/changelog URLs refreshed and update files added/normalized to the info/refs pattern.
• SONAME unchanged across the stack, no reverse-dep rebuilds needed.

Low-level updates originally bundled here (libdrm, libpciaccess, elfutils, libunwind) were split into separate PRs to keep this one scoped to the media stack; this builds against their repo versions.

• libvpl: no version change; drops -DBUILD_EXAMPLES configure_arg, removes a stale commented-out vmove, refreshes short_desc/changelog (master -> main), adds an update file.
• vpl-gpu-rt: adds libmfx-gen.so.1.2 to common/shlibs and moves the unversioned .so to -devel.

• dropped explicit -Ddrm/-Dx11/-Dwayland configure_args, relying on auto-detection.

@the-maldridge - oneVPL

• a question on the oneVPL removal here: oneVPL is a transitional dummy package forwarding to libvpl-devel/libvpl-examples since the rename. I included its removal in this PR (added to removed-packages), but I'm not sure what the convention is — do transitional dummies eventually get removed once everyone has migrated, or do they stay in the repo indefinitely as a safety net? Happy to drop the removal commit if it is not necessary.

orphaned (no maintainer to cc): libva, libva-glx, intel-gmmlib, intel-media-driver, igt-gpu-tools

• libva-glx: dropped -Dwith_wayland and wayland-devel since only the glx component is kept; also moves va_backend_glx.h alongside va_glx.h.
• igt-gpu-tools: adds pciutils-devel; musl patch slimmed to the single hunk still needed (intel_gpu_frequency.c limits.h), the rest is fixed upstream in 2.4.

libvpl: bumped 2.16.0 -> 2.17.0.

igt-gpu-tools: bumped 2.4 -> 2.5. musl build fixed with upstream patches.

oneVPL: transitional dummy removal dropped from this PR.
