This pull request updates the CODEOWNERS file to include ownership for several modifier directories. The changes are well-structured. I've suggested a minor formatting improvement and a change to ensure consistency in ownership across related directories, as well as adding a missing path.

• awq, smoothquant, and transform are missing @dsikka.
