Notes
Adding unit tests of conrad.utils.apply_schema, conrad.utils.validate_events, and crawlers.base.EventValidator._validate_is_date.
Removed existing test_geocoding.py and replaced with broader test_utils.py to follow convention of one test file per module and one test function in each of those test files per function or method being tested.
Testing
Ran python3 -m pytest and 4 tests passed.
