Fix uz mobile phone carriers

The fix for Issue #2683 is complete and verified!
Updated the uz-UZ locale mobile phone regex in
isMobilePhone.js
to support the carrier codes 33, 77, and 78.
Added new valid test cases (like +998770178734, 770178734, 331234567, 781234567) to
validators.test.js
and verified that all 318 tests pass successfully.
