Introduces a Site Settings feature with a new admin page to manage home page hero title, subtitle, tags, and button links. Adds `ISiteSettingsService`, view model with validation, database entity, configuration, and migration. Updates dependency injection, DB context, and home page to use dynamic settings. Includes tests and minor CSS adjustments.
