Bugs Reports/Features Requests

I had writen a chapter in Peony's Contribution Manual. Bugs Reports and Features Requests are just commonplace for githubers, and it is not difficult for a newcomer user, too.

Everyone who has a doublt of this project can commit an issue Here. Note that you'd better check if there is a same issue have/had existed in issues list. If it is, better to add on this issue.
