Stable release PR for v2.5.0 (#5630 Workstream 5).

  • Version override 2.5.0, type stable → tag v2.5.0
  • GitVersion.yml main label should be empty ('')
  • Merge with a merge commit (do not squash). Finalize Release keys off head.ref starting with release/.

Follow-up after merge: edit GitHub Release notes (breaking changes at top), merge back-merge to develop, close #5630 when NuGet shows 2.5.0.
