Update Thanos to Prometheus 3.11.1 and the corresponding thanos-promql-engine. Stock upstream is used, without the nocopy patches in thanos-prometheus.

Update Thanos to use Prometheus 3.11.1 as a base including updated thanos-promql-engine. Supersedes #8731
So parquet gateway can update to 3.11 thanos-io/thanos-parquet-gateway#94
