Change Arrow Colour

Change the fill colour of the Arrow component from #0C60A2 to GDS BLUE #005ea5

Ah, need to run yarn test:snapshot to update the snapshot for this file as it no longer matches causing the test to fail. Would you like me to do this? As I could copy the change and make a fresh PR with it in?
