This does not prevent Pectra blob gossip, either gossip-verifying and broadcasting blobs for new Pectra blocks. It does stop checking data availability checking for pre-Fulu blobs, and as such, should not be merged until it won't be deployed before Gnosis mainnet has 18 days of Fulu, i.e. enough to run out of blob retention period.
