main(no.github/CODEOWNERSpresent yet) to test whether admin bypass on themainbranch ruleset works for the author when no CODEOWNERS file is in play.If this PR is mergeable by the author as admin while #37 is not, the block on #37 is being driven by the CODEOWNERS file introduced in that PR (GitHub enforces CODEOWNERS from the head ref, so #37's own diff adds enforcement to itself).
