- ChatService - ChatController to support duplicate pet feature. Add data sanitation to submitPetList method to reject any request that claims a user has more than 256 of one pet (unless someone has that many chompy chicks :P)

Change petlist getter and setter in:
to support duplicate pet feature introduced in #14035
Add data sanitation to submitPetList method to reject any request that claims a user has more than 256 of one pet
(unless someone has that many chompy chicks :P)
