(Priority values are also IPRIOLEN bits)

Both interrupt priority and threshold are defined as IPRIOLEN bits. With the same width, full masking and unmasking are impossible.

Using provided template is not convenient for such kind of issues. Described problem is fundamental and does not referring to concrete place in the spec. Also it has multiple dependencies and I don't see trivial solution in a borders you defined. Fill free to provide example of using template for this particular case.
