I'm going to defer this one to @xdavidson or @aprajshekhar since I don't do my local deployments this way. Can one of you guys weigh in on whether this looks like what we would officially recommend? |

@xdavidson @aprajshekhar Yesterday another writer tried installing Pv2 locally for testing functionality, so this is a usage model that is gaining traction. |

Added procedure for local deployment of Pantheon2. Tested on RHEL8.3 and Fedora 33, including uploading local content.
