修复WINDOWS下日韩字符音乐文件转换失败的问题

• 替换执行方式，该程序会自动检索它当前目录下的qmc文件，自动转换。
• Mac,Linux使用默认4线程并行转换，速度更快。

Windows&Mac OS&Linux executable binary file

• decoder for linux (static compile, no depend lib needed): decoder_linux.zip
• decoder for mac os (compiled and test on MacOS Mojave): decoder_mac_os.zip
• decoder for windows (compiled by minGW in ubuntu,static): decoder_win64.zip
