Pull requests that update GitHub Actions code

Fully move to using the P2300 reference implementation and remove our own implementation.

Remove futures and friends as they are replaced by senders and friends.

This is essential functionality or a serious bug. Not addressing this blocks progress.

Nice to have, but nobody is going to be sad if this is never done.

This should be done sooner or later.
