Comparison lines labels overlap when space is limited

Description

When there are several comparison lines, labels can overlap when they are too close together. This is even more noticeable with mobile views.

Expected behaviour

Labels should not overlap, either by having a different positioning or by showing the text in multiple lines.

Steps to reproduce

Steps to reproduce the behavior:

1. Go to this article on a mobile device/mobile mode on desktop.
2. See the third Grapher chart embedded (Romania's fertility rate increased dramatically following strict restrictions on abortion)
3. You will see that the first two labels overlap

Discussed this in triage. One complication is that the dual axis just reserves one line of text but the actual placement of the labels is done in the render component with only local information. To solve this properly, the logic to figure out if more lines are needed would have to move to the dual axis component.
