Module Boundary Rules Not Enforced Due to Nx TargetProject Resolver Not Resolving Target Project Correctly

Changes made in this PR

1. Disabled the path alias for @nx-example/cart/cart-page
2. Add a package.json file for libs/cart/cart-page
3. Enabled npm workspaces in the root package.json && run yarn install to update the lock file
4. Update the importing path to use package name import
5. Update the @nx/enforce-module-boundaries rule to enfore boundaries

Reproduce steps

1. yarn install
2. in the root, run: nx run cart:lint --skip-nx-cache

Current behavior
