Release procedure does not create a GitHub release

Looks like we need to that manually as a separate release step or somehow add to the last step of the CI (but I am not sure how to do that). Also, we should update https://nipy.org/nitime/devel/how_to_release.html

Looks like there's an action: https://github.com/softprops/action-gh-release

I always just do it manually, but could be worth automating.

FYI I'm using that action in h5py/h5py#2444 and also https://github.com/openmeeg/openmeeg/blob/main/.github/workflows/cibuildwheel_apps.yml#L97 for example, it works well!
