This PR adds support for building shared library artifacts on four different platforms: macOS (x86), macOS (ARM), Windows (x86), and Linux (x86). The workflow does not automatically run per commit (or PR) but is manually run. Primarily, this workflow is intended to ease building shared libraries for Roulette's native library packages, allowing faster iteration on Roulette features that require changes to RSDD's FFI.
