- Fixed builder registration problem. Now OCL builder keeps registered builders separate from those of the Nengo Builder. - Disabled the LstsqL2 solver for the time being. For some reason, the Cholesky decomposition is not quite pos-def for large A.

Allow solvers to use OpenCL for faster solving. Requires nengo/nengo#1313.
