feat(chart): Add create flag to the agent serviceAccount

Description

• Add a create flag to the agent serviceAccount / ClusterRole
• Use values from serviceAccount (annotations and name)
• Merge rules in the core API group

Related Issue

Removes the namespace definition in ClusterRole Definition #1305
