Add GitHub Actions workflow for Python linting

Summary

Adds dedicated python-lint.yml workflow that runs Ruff checks on integrations/python/dataloader/ to provide fast feedback on style issues before the full test suite runs. This improves developer experience by catching formatting errors early in the PR validation process.
