Add OpenShift integration

Create command and spec for figaro rhc:set
which sends configuration to OpenShift via rhc
similarly to the figaro heroku:set command

@laserlemon not sure if this is outside of the scope of the project, let me know if it is.

Until this gets merged, as a workaround you can use it by adding
gem 'figaro', :github => 'z2s8/figaro', :branch => 'feature-rhc-set'
or
gem 'figaro', :github => 'laserlemon/figaro', :ref => '7dcfd7fcbeda5383946b4651b1075d5e3a783e30'
to your Gemfile.

While it's not the most ideal, it works..
