PR Summary
This moves the FFI treatment to a slightly more robust model where the FFI only completes on a timescale$\tau$ , rather than instantaneously. This removes the need to check that $\tau < \Delta t$ . Gail is going to suggest a more sophisticated time scale to use for this transformation.
This model essentially moves the FFI model closer to a BGK treatment in spirit.
