• Add Dependabot Docker coverage for the local Docker-based people GitHub Action at /.github/actions/people.
• Keep the existing workspace-aware root npm entry and GitHub Actions entry unchanged.

Test Plan

• Parse .github/dependabot.yml with Ruby YAML.
• Inspect the .github/dependabot.yml diff for scope and whitespace noise.
• Re-run the dependency-root audit script against the scoped critical repositories.
