This PR removes the "licensescan" tool from kpt.
We are now using FOSSA for license handling in kpt.
This tool also generated the data for the
kpt alpha licensecommand of kpt, which printed out license information for kpt. The "alpha license" subcommand is also removed from kpt in this PR.
