1. Summary * Adds future task visibility to execution context so implementation agents can see what belongs to other pending tasks. * Adds hard scope-boundary gates to implementation protocol and procedure to prevent preemptive cross-task implementation. * Keeps local dependency installs out of version control by adding standard ignore rules. 2.
