chore(tests): fix outdated inline snapshots

Updates test expectations and test runner tasks.

• Refreshes inline snapshots in basic-behavior.spec.ts and job-board.spec.ts to include ignore_unsupported_filters=false in getJobs request URLs
• Changes mise.toml test task to run vitest via npm exec, and adds tasks."test:update" for snapshot updates
