feat: add link metadata and safe local sync discovery

Summary

• add separate link info and share info commands with structured metadata for ordinary and shared DocSync links
• clarify Space-root-relative mv destinations and improve failed or unknown move diagnostics
• add local root for consent-based, read-only local search while keeping all document writes remote
• update the Docz Skill with opt-in local-search safeguards and missing-config/root fallback behavior

Release

• includes two minor changesets for link metadata and local sync discovery
• includes one patch changeset for mv behavior and diagnostics
• changesets aggregate to a minor release; the release workflow will update docz-cli from 0.10.1 to 0.11.0
• package.json version is intentionally unchanged in this PR

Validation

• pnpm typecheck
• pnpm lint
• pnpm test — 144 tests passed
• pnpm build
• pnpm changeset status --since=origin/main — minor bump detected
