This looks superseded by the current main workflow layout. .github/workflows/pull_request.yaml now uses ubuntu-latest for all hosted jobs, and provider-packaging.yaml was reworked into matrix-based build jobs, with only its lint job still pinned to ubuntu-22.04. The PR also carries an unrelated Docker setup action replacement against the old layout and no longer merges cleanly as-is. I think this can be closed; if pinning the remaining packaging lint job to 24.04 is still wanted, a fresh focused PR would be clearer.
