Adds optional Fleet Manager user management capability to both jump hosts: - New variable enable_fleet_manager (defaults to false) for explicit control - Adds Fleet Manager IAM permissions (DescribeInstanceInformation, GetConnectionStatus, etc.) - Forces SSM on internal jump when enabled (required for Fleet Manager agent) - Adds fleet_manager_status output with console URL This enables viewing and managing OS users (ssm-user, ec2-user, etc.) via AWS Systems Manager Fleet Manager console.
