Ubuntu 14.04 (trusty) has been EOL since 2019. Its package repos are unreliable and its old toolchain causes timeouts. Switch to Ubuntu 22.04 LTS (jammy) which is supported until 2027.
Ruby 2.3, 2.4, and 2.5 reached end-of-life in 2019-2021. Removing them trims 15+ matrix combinations and speeds up CI.

Same as #405 (comment), we will maintain this until trusty remains available for CI. Proposals to add jammy will be accepted, but removing trusty should not be considered.
