Adds QR Code Crafter as an installable QR utility with a bounded offline workflow.
The live app provides HTTPS, a web app manifest, a service worker, responsive layouts, and an offline mode for URL, text, Wi-Fi, email, phone, and SMS codes with SVG and PNG export after the first visit. The description intentionally does not claim that the full application works offline.
