Rename project to servant-openapi

Since Swagger nowadays only is the name of Smartbear's proprietary software and the specification itself was renamed to OpenAPI, are there any plans for this project to follow those changes?

There already seems to happen work on this at other locations like https://github.com/biocad/servant-openapi3.

Servant-swagger will be moved into the main Servant repo (see : haskell-servant/servant#1475)
