[DEV-15181] Fix spending level award response being incorrect in search download response

Description:

When using the /download/search endpoint with a single “spending_level” the response incorrectly says that the “spending_level” was all three.

Technical Details:

• Store original spending level award value before validation and sending in response
• TinyShield doesn't store the value, only the default of all three, causing the bug.
