feat(src): Initial EIP-7932 implementation

🗒️ Description

This is a basic implementation of EIP-7932 with tests. This currently targets forks/amsterdam even though EIP-7932 was DFI'd for Amsterdam. This is a implementation with no real base fork like what EOF did.
