what's the criteria for something to be stale? or do we just wanna leave this up for maintainers to judge?

Yep, I want this to be somewhat ambiguous & open to interpretation. At the moment, I would personally consider an EIP stale if it is not included in the upgrade and not proposed again for the next upgrade. But other maintainers might have a different definition, which is fine imo.

I would like to add a simple file for contributors (and their AI bots) to read before making contributions. Open to suggestions here. It just needs to be dead simple & not repeat stuff from the skill files.
