Fix SVG rendering issues

This includes:

• Processing of SVG in external graphics was moved from parser to renderer.
• deegree.rendering.graphics.size.strict=true parameter was introduced making it possible to still use aspect ratio of the SVG.

This pull request bases on following pull request which shall be merged first.

• Fix wrong placement of symbols when using anchoredsymbol #1202
