Ensures the CI regression workflow can run against newer OWASP CRS releases where util/TESTS_EXCLUSIONS may no longer be shipped, by creating the file before invoking crs-linter with -E.
Changes:
- Add a
touch util/TESTS_EXCLUSIONSstep in the regression workflow to guarantee the exclusions file exists.
