Updates prometheus/client_golang from v.1.16.0 to v.1.23.2.
This gets rid of an outdated dependency on
github.com/golang/protobufso that Pebble now "only" depends on two different protobuf versions instead of three. I would like to get rid of the other one as well, see cockroachdb/errors#138
