Add locators recital and margin-number

Description

Legal sources and literature are often marked up with margin numbers. When present, these provide the preferred pinpoint references.

In the law making process, the reasoning behind the actual text of the statute is a relevant source for interpretation. Some law-making bodies include these directly into the published text of the statute, most prominently the European Union. These are cited as "recitals".
