Contributing.md is great, but I worry that we should strip out the half that is utterly choco specific.

Description Of Changes
Add an initial set of templates to apply across GitHub when project specific templates don't exist.
Motivation and Context
Some of our GitHub repositories don't currently have templates. GitHub allows us to have a standard across the organization.
Testing
Applied to my own organization to see that templates apply across the entire organization when they don't have their own overriding documents.
