Description Of Changes

Add an initial set of templates to apply across GitHub when project specific templates don't exist.

Motivation and Context

Some of our GitHub repositories don't currently have templates. GitHub allows us to have a standard across the organization.

Testing

Applied to my own organization to see that templates apply across the entire organization when they don't have their own overriding documents.

• Feature / Enhancement (non-breaking change)
• Breaking change (fix or feature that could cause existing functionality to change)

I think a common contributing and security template would be good to have.
If we want to override one of these, the only thing we need to do is to add it in the repository of choice, otherwise it will fall back to this by default.
