I was tasked at the last Board Meeting to write the finance processes.

We can debate, whether this is the best place to document the procedure.

I chose the governance.md file because the Governing Board created the Finance Committee, which was governance action.

Any modifications to this governance document are made by a vote of the Governing Board as defined in the CHAOSS Project Charter.

However, there is nothing new in here. We are only documenting a lived practice. Nevertheless, I would like to share this with the Governing Board mailing list. Assuming lazy consensus, we can plan to merge next week.

Even if it doesn't feel like there is anything new here, it still requires a board vote to merge any changes to the governance file. It becomes a slippery slope if we don't adhere to our own governance processes. If we don't follow the process for this, and every other change, it can result in people not following the process for other, more substantial changes.
