fix: emit KiroChatMessageEvent to STE for every GenerateAssistantResponse request

Problem

Product needs metrics for enterprises. Therefore, backend has added a new KiroChatMessageEvent STE event which the client should send for every GenerateAssistantResponse request.

Solution

We will now also send KiroChatMessageEvent every time we send a request to GenerateAssistantResponse

Testing

Confirmed that the metric shape follows smithy model provided by backend team
