Low Risk
Low risk: a simple GitHub Actions condition change that only affects whether a release workflow runs for refs containing hotfix. The main risk is inadvertently skipping intended publishes if a valid ref name includes that substring.

Overview
Prevents publishing/copying Docker images to DockerHub for release refs whose github.ref_name contains hotfix by adding a job-level if guard in copy-images-to-dockerhub-release.yaml.
