Remove DESCR code generation

In addition to generating coroutine code, the actor compiler also has some code generation for DESCR structs. This provides a convenient interface, but it is hard to follow what code is generated, and it is a blocker to removing the actor compiler.

This PR replaces DESCR with a Descriptor struct that uses template metaprogramming to replicate the same functionality. Defining a Descriptor is more verbose than using DESCR, but I believe it is a worthwhile tradeoff to remove the actor compiler dependency and complex code generation.
